The top three finishers from each rank may attend the District Pinewood derby.
In other words, the boys who placed 1,2,3 for Tigers, Wolves, Bears, W1, W2
Thus each pack would have a maximum of 15 scouts attending the race.
Note: If any scouts can't make it, then they can have the next place qualifier
take their place.
